James Bernard Harkin, nicknamed "Bunny", was born January 30, 1875, in the town of Vankleek Hill in eastern Ontario. His parents were Dr. William Harkin and Elizabeth (McDonnell). He was the fourth of five children born into a devout Catholic family but along with his brother William, Harkin was unconcerned with religious motivations.
Evans was born in Vankleek Hill, Ontario, the son of Frances Taylor and William Evans, a teacher. [3] He was raised in Galt. [4] He briefly worked as a journalist before enlisting in the Canadian Armed Forces during World War I, and after the war he settled at Roberts Creek, British Columbia. [4]

The township comprises the communities of Aberdeen, Cassburn, Green Lane, Happy Hollow, Henrys Corners, L'Ange-Gardien, L'Orignal, Pleasant Corners, Ritchance, Riviera Estate, Sandy Hill, Springhill, Vankleek Hill, Vankleek Hill Station, Village Lanthier, and St. Eugene. The township administrative offices are located in Vankleek Hill.
