The Senior Executive Service (SES) [1] is a position classification in the United States federal civil service equivalent to general officer or flag officer rank in the U.S. Armed Forces. It was created in 1979 when the Civil Service Reform Act of 1978 went into effect under President Jimmy Carter .
The Presidential Rank Award of Distinguished Executive is the highest annual award for career SES members. Prior to 1999, Distinguished Executives received a lump-sum payment of $20,000. Congress raised the amount of the Distinguished Executive awards granted in 1999 to 35% of the executive's annual salary.
