Bullets are used to discern, at a glance, the individual items in a list, usually when each item in the list is a simple word, phrase or single line of text, for which numeric ordering is not appropriate, or lists that are extremely brief, where discerning the items at a glance is not an issue.
A bulleted list can be placed into a reference using the standard syntax with asterisks (*) without any template. For a more streamlined look without bullets that complies with the accessibility guidelines, use template {} or {}. Dont use the HTML line break tag (<br>) as this will create problems for screen readers.
You saw an example of bulleted lists at the top of Figure 14-1, with wikitext in Figure 14-2. That's an embedded list, but the code is exactly the same for standalone lists. That kind of bulleted list created with asterisks is the oldest form of Wikipedia list, and it's still the most common for standalone lists, since it's so easy to use.

An outline, also called a hierarchical outline, is a list arranged to show hierarchical relationships and is a type of tree structure. An outline is used [1] to present the main points (in sentences) or topics of a given subject. Each item in an outline may be divided into additional sub-items.
A similar issue arises when a bulleted comment has a bulleted list midway through this. For instance: * Thus begins a reply. Oh look, a list! ** Item one ** Item two ** Item three ... and what goes here to continue the reply? A single bullet will make it look like a new comment has begun. A colon will cause unwinding and then winding.
However, bulleted lists are typical in the reference, further reading, and external links sections towards the end of the article. Bullet points are usually not separated by blank lines, as that causes an accessibility issue ( see MOS:LISTGAP for ways to create multiple paragraphs within list items that do not cause this issue).
This template is very similar to {{unbulleted list}}, except that it automatically indents parts of long items that are wrapped onto a new line. This makes it easier to tell apart multiple such items when width is limited—e.g. in an {{ infobox }} —and eliminates the need for a bulleted list.
