James Edward Shepard (November 3, 1875 – October 6, 1947) was an American pharmacist, civil servant and educator, the founder of what became the North Carolina Central University in Durham, North Carolina. He first established it as a private school for religious training in 1910 but adapted it as a school for teachers.
North Carolina Central University was founded by James E. Shepard as the National Religious Training School and Chautauqua for the Colored Race in the Hayti District. Chautauqua was an educational movement that originated in the Northeast. The school was chartered in 1909 as a private institution and opened on July 5, 1910.
The programs are possible after record state funding increases last year for early childhood education and the passage of a constitutional amendment in 2022 to secure future funding for the field.
The college also offers non-curriculum credit courses in Adult Basic Education and other adult education courses in technical, vocational, academic, and general interest areas. The college's vocational training programs provide nurses, early childhood teachers, police officers, bioprocessing technicians, and many other essential skilled workers.
The Human Resource Management System (HRMS) [4] is a part of the North Carolina Department of Public Instruction which is overseen by the North Carolina State Board of Education. In the summer of 2000, the HRMS Steering Committee initiated the HRMS Web Project.
