John Stariha was born on May 12, 1845, in Semič in the Duchy of Carniola (present-day southeastern Slovenia), the son of John and Anna (née Judnic) Stariha. [2] He received his early education in Novo Mesto but his studies were interrupted in 1866 when he was drafted into the Imperial Austrian Army.
He was consecrated by Bishop James Robert Hoffman on May 3, 1984. The principal co-consecrators were Archbishop Daniel Pilarczyk of Cincinnati and Bishop Emeritus John Donovan of Toledo.
