It is a cooperative of fourteen cities, eleven municipal water districts, and one county water authority, that provides water to 19 million people in a 5,200-square-mile (13,000 km 2) service area. It was created by an act of the California State Legislature in 1928, primarily to build and operate the Colorado River Aqueduct .
The 20 blocks within the current district boundaries were all planned with ox lots. Of these, only 2 blocks contain large intrusions. The surviving 18 ox lots have varying degrees of encroachment, with nine largely unintruded upon (Photos 2, 3, & 4), and one completely pristine. Therefore, this unusual resource remains over 60% intact.
