Hopewell would be the first Virginia city under a 25,000 population to allow it, as well as the first Tri-City area locality. The city's 2023 census count was 23,490.
The township surrounds the borough of Newburg, a separate municipality. Conodoguinet Creek flows from southwest to northeast across the southern part of the township. Interstate 76, the Pennsylvania Turnpike, crosses the northern part of the township from east to west, with access from Exit 201 just to the west in Lurgan Township, Franklin County.
The borough is bordered on the east by Broad Top Township and on the west by Hopewell Township. Pennsylvania Route 915 passes through the borough as Water Street and Front Street. It leads southeast 7 miles (11 km) to Wells Tannery and 14 miles (23 km) to U.S. Route 30 on top of Sideling Hill .
Hopewell Township is located along the southeastern boundary of Beaver County. According to the United States Census Bureau, the township has a total area of 17.0 square miles (44.0 km 2), of which 16.8 square miles (43.4 km 2) is land and 0.23 square miles (0.6 km 2), or 1.40%, is water.
