The assessments were introduced following the introduction of a National Curriculum to schools in England and Wales under the Education Reform Act 1988.As the curriculum was gradually rolled out from 1989, statutory assessments were introduced between 1991 and 1995, with those in Key Stage 1 first, following by Key Stages 2 and 3 respectively as each cohort completed a full key stage. The term is defined in The Education (Northern Ireland) Order 2006 as "the period beginning at the same time as the next school year after the end of key stage 1 and ending at the same time as the school year in which the majority of pupils in his class complete three school years in that key stage". The test yields verbal and nonverbal scores, from which a total score is derived, called a School Ability Index (SAI). The SAI is a normalized standard score with a mean of 100 and a standard deviation of 16. With the exception of pre-K, the test is administered in groups.
