Senator Hugh Scott, a Republican from Pennsylvania, first proposed the creation of a National Fire Academy in March of 1973. Scott was the co-sponsor of the 1968 “Fire and Safety Research Act.” Citing a hotel fire in Tyrone, Pennsylvania that killed 12 persons, Scott advocated for “broader and uniform training on a national scale.”
NETC then became the home for the National Fire Academy (NFA) and the renamed Staff College which become the Emergency Management Institute (EMI), to reflect its now broader training role. The move from Battle Creek, Michigan, to Emmitsburg was done in the Fall of 1980 and the first EMI class was conducted in January 1981.

The fire marshal, first appointed on 1864, was a member of the Bureau of Police until 1937 when his office was removed from it and placed directly under the Director of the Department of Public Safety. In 1950 it was transferred to the Bureau of Fire. [2] In 1886, the department hired its first Black firefighter, who served with Engine Company 11.
