The City of San Bernardino was first incorporated on April 1, 1854. Mormon Apostle Amasa M. Lyman (who was later excommunicated, then posthumously reinstated) was the City's first Mayor. Apostle Charles Coulson Rich became the second Mayor. At incorporation, there were approximately 1,200 residents, 900 of them Mormons.

Adelanto continued as a "community services district" until 1970 when the city incorporated, and Adelanto became San Bernardino County's then smallest city. The city became a charter city in November 1992. [12] Adelanto had a card room called the Hi Desert Casino which operated from 1975 to 1997.
