The Haiphong–Ha Long–Van Don–Mong Cai Expressway (Vietnamese: Đường cao tốc Hải Phòng – Hạ Long – Vân Đồn – Móng Cái) is an expressway in Vietnam, connecting Hanoi with the east border town of Mong Cai, towards Dongxing in China.
At this time, Hai An District covered an area of 8,838.97ha with a population of 69,862, organized into six wards: Cat Bi, Dang Lam, Dang Hai, Dong Hai, Nam Hai, and Trang Cat. April 5, 2007: The Government issued Decree No. 54/2007/ND-CP, dividing Dong Hai Ward into Dong Hai 1 and Dong Hai 2 wards.

From 2015 to 2021, the expressway was planned as a large part of the former Ninh Binh - Hai Phong - Quang Ninh Expressway as the CT.09 before the Haiphong–Quang Ninh section was split off to the CT.06.
