The National Garifuna Council (NGC) of Belize is a non-governmental organization (NGO) that represents the Garifuna people of Belize. [1] It was established in 1981 and is managed by a board of directors with affiliate branches in Guatemala , Honduras , and Nicaragua .
Villages are declared by ministerial order and one qualification for village status is a minimum of 200 voters. The council is required to meet at least once every quarter and has discretionary powers to appoint committees. Decisions of village committees are subject to the approval of their council. There are over 180 village councils in Belize.
The Dangriga constituency was created as Stann Creek Town for the 1961 general election as part of a major nationwide redistricting. The constituency assumed its current name as of the 1979 general election. It includes the town of Dangriga as well as the nearby Sarawee and Hope Creek areas.
Dangriga, declared a town 15 February 1895, was settled before 1832 by Garinagu (Black Caribs, as they were known to the British) from Honduras.For years, it was the second largest population centre in the country behind Belize City, but in recent years has been surpassed by San Ignacio, Belmopan and Orange Walk Town.

In 1983, Garcia ran for a seat on the Dangriga Town Council. In the 1984 General Election, she ran but lost for the UDP standard bearer. [1] Prime Minister Manuel Esquivel offered her the position to be President of the Senate, which she accepted. Garcia served from December 21, 1984 until July 31, 1989. [2]
