Tô Lâm was born on 10 July 1957 in Xuân Cầu village, Nghĩa Trụ commune, Văn Giang district, Hưng Yên province, Vietnam. He is the eldest son of Hero of the People's Armed Forces, Colonel Tô Quyền, former Director of Police for Hải Hưng province.

Despite the return of the legitimate heirs to the throne, rebellions continued to afflict the country. In 965, in an attempt to quell a rebellion, King Ngô Xương Văn was killed in Bố Hải Khẩu (now Thái Bình Province) by his subordinate general, Lã Xử Bình. Lã Xử Bình then took control of the royal capital at Cổ Loa. [4]
