Looking at the US Census Bureau's list of metro areas , it seems the difference is Pickens County, which they include in the metro area but we don't. To add further to the confusion, the article on MARTA effectively lists metro Atlanta's counties as being Fulton, DeKalb, Cobb, Gwinnett and Clayton and no others. So which is correct.
