    The whole reference is on 120V loads connected in various ways. There are no delta connected loads, and wye isn't wye without a neutral. As you note, you can connect delta loads to a wye system, but that doesn't make it a wye load, or delta source. The source does mention line to line voltage for safety reasons, but not for loads.
