The only potential problem areas in inclimnate weather would be between Jackpot and Wells, and the mountain passes just out of Ely (Conner's Pass on 93 and Murray on US 6).
Hwy 28 is a high and lonesome drive, for sure. It goes right down the middle of a hanging valley like you said, with mountain ranges on either side. It runs parallel to 93, and is a shorter route than 93 from Salmon to Idaho Falls. The mountains make the highway seem low, but the elevation is actually pretty high, and just goes higher.

Three quarters of 93 from Golden to Boulder have been rebuilt in the last two years and have great shoulders for road bikes. The last 3? miles from Highway 128 to Eldorado Sprinngs turn off is still one lane/no shoulder down and two lanes up. From Eldorado Springs turn off to South Boulder is 4 lanes with wide shoulders plus frontage road.
Reputation: 8812. US93 is the most direct route. Two lanes with passing lanes in places. April is usually clear, but this winter has been rough in the west. I wouldn't discount snowfall along the route, and the Interstate is usually more clear of snowfall. Watch the weather, and make a last minute decision, if possible.

A few weeks ago I did 17 mile in my work truck and it was a very nice drive from Hwy 93 south of Nothing Az into Signal and on over to Alamo. There is 1 crossing of the river but it has a great bottom and the truck 2 wheel drive did fine. It is dirt and sand in some washes but nothing a normal 2x4 truck would have problems with.
Most of US 93 has a 65 mph limit. There are exceptions within construction zones (45 to 55 mph). The area around Wickenburg is known to be a speed trap. The speed limit is lower in business districts along the way. The section of 93 shared with I-40 is 75 mph.
