San Antonio de Capayacuar is also known as San Antonio de Maturín. On 10 May 1714, the town of San Francisco de Guayareguar was founded by Fray Guillermo de Mallorca. In 1814, Los Caballos community was accentuated on one side of the Colorado River. The populations of El Culantrillo and La Cagua were formed by neighboring states on the year 1875.

According to the Constitution [6] and the law, [7] the municipalities are administered by the municipality's Municipal Office (ayuntamiento), which is a legal entity in its own right consisting of two bodies: the alcadía (Mayor's Office), with the alcalde (), and the Municipal Council (concejo de regidores), with at least five members (regidores).

In June 2023, President Nayib Bukele proposed the reduction of municipal councils to 44, with former municipalities becoming districts.

The mayor of the José Gregorio Monagas Municipality is Cruz Ojeda, elected on 23 November 2008 with 54% of the vote. [5] He replaced Rafael Ángel Puerta Alvarez shortly after the elections. The municipality is divided into six parishes; Capital José Gregorio Monagas, Piar, San Diego de Cabrutica, Santa Clara, Uverito, and Zuata. [2]
The Municipality Maturín is created by the Law of Political - Territorial Division of the Monagas State on the 3 of August 1983. On August 25, 2016, they issued an arrest warrant from the government against Maturín Mayor, Warner Jiménez. On September 9, Antonio Goncalves is assigned as mayor in charge of the Municipality Maturín.
