Hillsboro is a city in and the county seat of Highland County, Ohio, United States, [5] approximately 35 miles (56 km) west of Chillicothe and 50 miles (80 km) east of Cincinnati. The population was 6,481 at the 2020 census .

Highland County was established in 1805 with special sessions of the courts meeting in New Market. Plans for a courthouse were accepted in 1807, with John Shields having the winning entry. The structure was built in Hillsboro, the new county seat, and was a two-story brick building with a rectangular footprint.

The first settlement at New Market was made in 1797; the community was named after New Market, Virginia. [2] A post office called New Market was established in 1803, and remained in operation until 1907. [3]
