Immigration, Refugees and Citizenship Canada (IRCC; French: Immigration, Réfugiés et Citoyenneté Canada) [NB 1] is the department of the Government of Canada with responsibility for matters dealing with immigration to Canada, refugees, and Canadian citizenship. The department was established in 1994 following a reorganization.
The Immigration Act, 1976, insured by the Parliament of Canada, was the first immigration legislation to clearly outline the objectives of Canadian immigration policy, define refugees as a distinct class of immigrants, and mandate the Canadian government to consult with other levels of government in the planning and management of immigration.
Canada receives its immigrant population from almost 200 countries. Statistics Canada projects that immigrants will represent between 29.1% and 34.0% of Canada's population in 2041, compared with 23.0% in 2021, [1] while the Canadian population with at least one foreign born parent (first and second generation persons) could rise to between 49.8% and 54.3%, up from 44.0% in 2021.
