The 3DS includes a region-locking system that varies depending on the game. Some games cannot be played locally between regions (such as New Super Mario Bros 2). Other games may be playable between regions, such as Pokemon X/Y/OR/AS; they are not region-locked. And other games do not have online-multiplayer functionality between regions.
