It sounds like your other piggy could have urinary tract infection or a bladder stone, too. But the sooner you get him seen, the better.

Guinea pigs have very narrow airways so eating too fast or having a bit of hay dust caught can cause them to cough or sneeze but it is always worth having any breathing/noise issues checked out to be safe and rule out the start of a respiratory issue.
