Thomas McCarty Moncure Jr. (born June 9, 1951) is a Virginia lawyer and Republican politician who served part-time as a member of the Virginia House of Delegates, representing his native Fredericksburg between 1982 and 1988, initially along with all of Stafford County, Virginia, but later with only parts of Stafford County as well as parts of Fauquier County.
Upon admission to the Virginia bar in 1912, Moncure opened a private law office. By 1915, he was assisting the elected Clerk of Stafford County, George W. Herring.In 1919, when Herring became a County Supervisor and was succeeded as clerk by James Ashby (1894–1950), Moncure was elected the Commonwealth's Attorney (prosecutor) for Stafford County, and won re-election in 1923.
He was elected judge of Stafford and King George Counties in 1898, serving until 1904 when the county courts were abolished. Resuming practice at that time, he entered a law partnership with his brother in Fredericksburg until his appointment, in 1910, as judge of the Fifteenth Judicial Circuit.
Born at the family estate "Clermont" in Stafford County, Virginia, in 1805 to one of the First Families of Virginia, Richard Cassius Lee Moncure was the great grandson of Rev. John Moncure, a Scottish Huguenot immigrant and longtime rector of Overwharton parish and friend of George Washington, George Mason and other founding fathers. [2]
