Zaheer, disgusted with the rise of a tyrant like Kuvira, who stands as the antithesis to the philosophies of the Red Lotus, proposes to help Korra. He assists her in learning to pass beyond the trauma of her past hardships, and helps her step into the Spirit World, where Korra speaks with Raava for the first time in many years.
Korra's uncle Unalaq, the chief of the Northern Water Tribe, seizes control of the Southern Water Tribe as part of a scheme to free Vaatu, an ancient dark spirit. The story follows Korra's friends' efforts to win support for the southern tribe in Republic City, and Korra's quest to foil Unalaq's plans while learning about spirits.
However, Unalaq betrayed Zaheer, and he and his group were captured by Tenzin, Sokka, Zuko, and Tonraq. Shortly after the end of Book Two, Zaheer attains the power of Airbending due to Harmonic Convergence and quickly escapes his imprisonment. After freeing his cohorts Ghazan, P'Li and Ming Hua, they began pursuing Korra.
