Assuming the target has high defense, the fang will always be better. However, being that the fang is a 5 tick weapon, if the target is low defense the rapier will demolish the fang. it looks cool. When people realize fang is 5 tick and not great for low def slayer monsters, you fools gonna panic buy back rapier.
Rapier will generally be better by a very small margin on low defense monsters. If your attack is low or you have bad gear, fang closes the gap a lot as well. Fang is much, much better against high defense monsters and bosses. If you are genuinely doing nothing other than general low def slayer, rapier might be fine.

Get the fang. Fang + whip gives you more options than rapier + whip. Rapier is a minor upgrade to the whip and isn't really used anywhere special when compared to the fang. Tbh I defo consider the rapier one of the noob trap weapons. wait a week fang will be alot less.

Rapier has better strength bonus, and hits 20% more often (faster attack speed), which makes it quite a bit better for slayer and other lower defense mobs. This is a very old question and has been asked many times.
Proposal 4: Make the rapier absurdly accurate so that the stab defence of monsters doesn't matter. I think this is just a bad implementation of the third proposal, no weapon should be this generally useful. TL;DR, rapier is nearly useless. Make ToB bosses weaker to stab so that it is the BiS ToB weapon before obtaining a scythe.
The rapier is inferior at dealing with armor, which disabling blows, and with repeated blows. For armor, it's long thin profile means it is more likely to glance off. A shorter blade can be more reliably braced, a slashing weapon can potentially carve at fabric armor, and a heavy weapon can bash through armor.
Rapier is overpriced as a slayer weapon. Get whip+ fang and you are set for low defense monsters (bloodvelds, spectres) as well as higher def mobs like skeletal wyverns or (metal) dragons and for higher def bosses. Fang outclasses rapier literally everywhere. Fang is the best investment for any account period.
