I didn't find anything for Telegram but Telegram is known for operating fairly outside the laws of the EU. What I did find is suggestions that the way Telegram works mean deleting your account doesn't mean the data disappears, in fact it will still be visible in the accounts of anyone you chatted with etc unless you delete it first where possible.
