I agree: Kaiser Wilhelm was a detriment to German foreign policy at the time, particularly since Bismarck realized that a general European war would go against Germany. The problem was that Bismarck's power was largely vested in the legitimacy of the Kaiser, something he wasn't prepared for when Kaiser Wilhelm took the throne unexpectedly.
