In Java (and Ada, C#, and others), namespaces/packages express semantic categories of code. For example, in C#, namespace System contains code provided by the system (the .NET Framework). How specific these categories are and how deep the hierarchies go differ from language to language.

In C#, namespaces are similar to those in C++. Unlike package names in Java, a namespace is not in any way tied to the location of the source file. While it is not strictly necessary for a Java source file location to mirror its package directory structure, it is the conventional organization.
A C# namespace provides the same level of code isolation as a Java package or a C++ namespace, with very similar rules and features to a package. Namespaces can be imported with the "using" syntax. Namespaces can be imported with the "using" syntax.
A portion of the code must have global or public access and be designed for use as global/public code. Additional private or protected code can be executed by the main public code. This is a feature of C# 9.0. Similar to in scripting languages, top-level statements removes the ceremony of having to declare the Program class with a Main method. Instead, statements can be written directly in one specific file, and that file will be the entry point of the program. Code in other files will still have to be defined in classes.
But it can span over several namespaces. Also, one namespace can spread over several assemblies. In large designs, an assembly may consist of multiple files that are held together by a manifest (i.e. a table of contents). In C#, an assembly is the smallest deployment unit used, and is a component in .NET. In Java, it is a JAR file. [1]
