During the 2011 Libyan civil war, there were two governments claiming to be the de jure government of Libya. One was led by Gaddafi and the other was the National Transitional Council. Some countries had recognised the NTC as the governing authority of Libya and Libyan ambassadors to those countries were nominated by the NTC.

Mabdul studied Arabic and political science at Bayero University Kano and joined Nigeria Foreign Service in 1987, where he served in Nigerian missions abroad and within the country.
Maria Oyeyinka Laose is the first female Nigerian Ambassador/Permanent Representative to Austria, Slovakia, UNOV and International Organisations in Vienna. She was appointed in 2011 by H.E President Goodluck Ebele Jonathan and served until mid 2013 upon her retirement from the Nigerian foreign service after 35 meritorious years.
