The number of each card is balanced quite well and will always result in a winning player before the end of the deck so long as you abide by the other rules, Such as, being able to use a 'theft' card on wild cards etc. I've seen people play where you cannot 'sly deal' a full-wild card, but this is contradictory to the rules.
