A special route of the United States Numbered Highway System is a route that branches off a U.S. Highway in order to divert traffic from the main highway. Special routes are distinguished from main routes by, in most cases, the addition of an auxiliary plate that describes what type of route it is, while the main highway carries no such sign.

In August 2000, ODOT began the Cleveland Innerbelt Study to develop a comprehensive strategy to rebuild portions of Interstate 71, Interstate 77, and Interstate 90 into downtown Cleveland. The focus of the project is reducing inner-city congestion, replacing or repairing older sections of the freeway system, and improving the safety of the system.
