The route was designated in 2001, replacing Farm to Market Road 495 (FM 495).

Farm to Market Road 3020 (FM 3020) is located in Lubbock County. FM 3020 begins at an intersection with Spur 331 near US 84 in southeastern Lubbock. The highway travels in an eastern direction, passes near a large livestock area and the Jones Station Power Plant, then ends at an intersection with FM 835 near Buffalo Springs.
Farm to Market Road 446 (FM 446) connects the Victoria area to oil fields southwest of the city. The 8.9-mile-long (14.3 km) highway begins at an intersection with Kemper City Road in a rural area of the county. The area which was once part of multiple oil fields [10] is now made up of brush and a low density of homes.
On April 20, 1954, the road was extended north 0.8 miles (1.3 km) to FM 495 (now SH 495). On June 28, 1963, the road was extended north 0.9 miles (1.4 km) to the northern city limit of McAllen and a break was added at FM 495 (it was removed on November 16, 1965). On May 6, 1964, the road was extended north 5.5 miles (8.9 km) to SH 107.
