In recent years, California has lagged behind other states when it comes to the installation of wind power. It was ranked 4th overall for wind power electrical generation at the end of 2016 behind Texas, Iowa, and Oklahoma. As of 2019, California had 5,973 megawatts (MW) of wind power generating capacity installed.

In addition to the megawatt wind farms, community scale single wind turbines of from 250 kW to 750 kW are typically 50 meters high, and residential or farm wind turbines are typically 15–40 m (49–131 ft) high. To address these markets, maps are available showing wind potential at 30 m (98 ft) [7] and 50 m (160 ft). [8]
The area hosts a multitude of wind farms, comprising one of California's largest wind resource areas. The pass is undergoing much repowering activity. The area has multiple generations of wind turbine technology installed, including both single and double-blade turbines, as well as the more modern three-blade horizontal axis design.
The proposed project would replace the 460 existing wind turbines with 30 new turbines in two phases. Phase 1 would remove approximately 74 non-operational turbines and install up to fifteen new 1.5 MW GE SLE wind turbines. Phase 2 would remove approximately 384 Vestas V15 65kW turbines and install an additional fifteen 1.5 MW GE SLE wind turbines.
