Under FIVB rules, a libero is not allowed to serve. By contrast, a libero can serve in NCAA volleyball, but only in a specific rotation. That is, the libero can only serve for one person, not for all of the people for whom he or she goes in. That rule change was implemented in 2004 and applied to high school and junior high play soon after.

Richard Edward "Rich" Lambourne (born May 6, 1975) is an American indoor volleyball player. He joined the U.S. men's national team in 2000 as the designated libero. He has recently played for Delecta Bydgoszcz. Lambourne made his Olympic debut at the 2008 Olympics, helping Team USA to a gold medal.
The 2019 FIVB Men's Volleyball Challenger Cup was the second edition of the FIVB Men's Volleyball Challenger Cup, an annual men's international volleyball tournament contested by six national teams that acts as a qualifier for the FIVB Men's Volleyball Nations League.
