MDSP is requesting that all Security Guard Employers complete a brief online registration BEFORE January 1, 2025. As of January 1, 2025, a Security Guard Employer must be registered in order to lawfully employ a Security Guard. Please note that registration requires providing proof of commercial general liability insurance.
The Maryland State Police Licensing Division administers the provisions of the Annotated Code of Maryland and COMAR related to: the licensing and registration of firearms; handgun permits; security guards and agencies and other licensing functions as defined by statute or regulation.
The Maryland State Police Application and Affidavit to Purchase a Regulated Firearm (MSP 77R) can ONLY be completed through the Licensing Portal. Before beginning your 77R application you will need to create an account with a valid email address.
Effective immediately, all Handgun Permit/Wear and Carry application fees are being electronically collected at the time of application submission in the Licensing Portal. ATTENTION: Before you may legally wear and carry a regulated firearm, you must possess and maintain on your person the MSP-issued Handgun Wear and Carry Permit.
How to Apply? The Handgun Qualification License is accessible online through MyLicense. For access, please click HERE. To apply for an HQL, the law requires a fingerprint based background check. Fingerprints are valid for a 12 months prior to submission of the application. More information about the fingerprinting process is available HERE.
