The university was first founded on 18 July 1946 during the British Raj, and it was originally named University of Saugar, Saugor. In February 1983 the name was changed to that of Sir Hari Singh Gour, the DHGV University's founder, by the State Government. [3] On 15 January 2009 it was declared as a central university. [4]

Until 1985, Tribhuvan University was the only university in the country. The second university to be founded was Nepal Sanskrit University . The inception of this university was soon followed by Kathmandu University in 1990, and Purbanchal and Pokhara Universities in 1995 and 1996, respectively.

The University of Delhi was established in 1922 was created by act of Central Legislative assembly. [8] Hari Singh Gour served as the university's first Vice-Chancellor from 1922 to 1926.
