The rule that all words except the first word, and proper nouns, should be lowercase in a Wikipedia title is stupid and wrong. That should be the title of the article, but the first letter should be capitalized since we use title case for article titles. Acronyms are created by taking the first letters of the constituent words and writing them together in capitals. That doesn’t mean that, to re-form the original phrase, we should keep the capitals.
Do not capitalize the second or subsequent words in an article title, unless the title is a proper name. For multiword page titles, one should leave the second and subsequent words in lowercase unless the title phrase is a proper name that would always occur capitalized , even mid-sentence.
