University Grants Commission (UGC; ISO: Viśvavidyālaya Anudāna Āyōga) is a statutory body under Department of Higher Education, Ministry of Education, Government of India. It was set up in accordance to the UGC Act 1956 [ 2 ] and is charged with coordination, determination and maintenance of standards of higher education in India.
The University Grants Commission Act, 1956 [1] is an Act of the Parliament of India. [2] The Act is sometimes referred to as "the UGC Act" and, among other things, regulates central assistance for public universities.
The regulatory infrastructure for the Institutes of Eminence (IoE) plan was provided by the University Grants Commission (UGC) through the UGC (Declaration of Government Institutions as Institutions of Eminence) Guidelines, 2017 [4] for public institutions and UGC (Institutions of Eminence Deemed to be Universities) Regulations, 2017 [5] for private deemed to be university institutions.
As of 14 November 2023, the UGC lists 124 institutes which were granted the deemed to be university status. [2] In 2017, a distinct category of deemed universities was established called Institutes of Eminence Deemed to be Universities, which are regulated differently from other deemed universities to develop into world-class institutions.
The repository has a collection of over 500,000 theses and 13000 synopses. The Shodhganga repository was created consequent on the University Grants Commission making it mandatory through regulations issued in June 2009 for all universities to submit soft copies of PhD theses and MPhil dissertations to the UGC for hosting in the INFLIBNET. Admissions are based on the rules and regulations of the University Grants Commission (UGC)/Competent Authorities. Financial Aid and Scholarships are provided to students belonging to reserved communities as per the regulations laid by the Government of Sikkim.
National status of law schools: These Schools are recognized by the university grants commission as "state universities" and are affiliated to the Bar Council of India. Each of these law schools were to be established under a specific legislation , to be passed by the State legislature of the State desirous of establishing a law school.

The departments are governed by statutes and regulations promulgated by the University Grants Commission, Government of India.
