Sande is a former municipality in Vestfold county, Norway. The 178-square-kilometre (69 sq mi) municipality existed from 1838 until its dissolution in 2020. The area is now part of Holmestrand Municipality in the traditional district of Jarlsberg. The administrative centre was the village of Sande.

The old name of the Oslofjord was Fold; Østfold means 'the region east of the Fold' (see also Vestfold). The name was first recorded in 1543; in the Middle Ages the name of the county was Borgarsysla 'the county/sýsla of the city Borg (now Sarpsborg)'. Later, when Norway was under Danish rule, the Danish king divided the area into many baronies.
The region of Vestfold and Telemark consists of the two former counties of Telemark and Vestfold, whose administrative histories are separate. Telemark County was established in 1919 as a continuation of the former Bratsberg amt , which had been a len and amt since the union with Denmark.
In 1919, the name of the county was changed to Vestfold fylke. On 1 January 2019, the office was merged creating the new office of County Governor of Vestfold og Telemark in preparation for the merger of the neighboring counties of Telemark and Vestfold to form Vestfold og Telemark county on 1 January 2020.
