It is a successor parish to the Tewkesbury Municipal Borough Council that existed prior to the reorganisation of English Local Government in April 1974. The Town Council in its original form was constituted by the Local Government (Successor Parishes) Order 1973, [1] where Tewkesbury Town is listed in Schedule Part 1.
Much of the boundary is formed by local roads such as the A38 and the M5. The green belt lies next to the Cotswold Area of Outstanding Natural Beauty. Due to it lying across the Gloucester-Cheltenham metropolitan area, responsibility and co-ordination lies with local unitary and district councils as these are the local planning authorities.

In 1965, Tewkesbury borough, Gloucestershire, was enlarged by incorporating the then-new Mitton housing estate, on land previously in Bredon parish, Worcestershire, as part of the West Midland Counties Order. [4] The estate now forms part of the "Tewkesbury Town with Mitton" borough council ward, which also covers Tewkesbury town centre.
