On December 16, 2003, President George W. Bush signed into law the American Dream Downpayment Initiative (Pub. L. 108–186 (text)), which was aimed at helping approximately "40,000 families a year" with their down payment and closing costs, and further strengthen America’s housing market.
In other words, if say HUD determines that a local area's median income is $25,000, then the HOME funds awarded in that area should only benefit those families with incomes less than, or equal to, 80% of $25,000 (or $20,000). HUD publishes the area median incomes plus the 80% income limits every year in its website.
Low-doc loans carry a higher interest rate and were theoretically available only to borrowers with excellent credit and additional income that may be hard to document (e.g. self-employment income). As of July 2010, no-doc loans were reportedly still being offered, but more selectively and with high down payment requirements (e.g., 40%). [4]
