Rialto is a city in San Bernardino County, California, United States, 56 miles east of Los Angeles, near the Cajon Pass, Interstate 15, Interstate 10, State Route 210 and Metrolink routes. Its population was 104,026 as of the 2020 census , up from 99,171 at the 2010 census .

Baca was a teacher at Rialto High School. He was elected to the California State Assembly in 2004, and served for one term. He stepped down to make an unsuccessful run for the State Senate in 2006, losing the primary to Gloria Negrete McLeod. Baca later served on the Rialto City Council.
His new Senate district represented the San Bernardino County cities of Chino, Colton, Fontana, Ontario and Rialto, as well as Pomona, California, in neighboring Los Angeles County.
