The neighborhood was initially a wealthy suburb of Louisville. A tornado on March 27, 1890 devastated Parkland, and Parkland was annexed by Louisville in 1894. A community of freed black migrants formed shortly after the Emancipation in the lower-lying area of the neighborhood, originally called Needmore, coming to be known as Little Africa.
