The ombudsman's authority was expanded to local government levels in the 1997 law number 85/1997. The ombudsman is appointed for a four-year term by the parliament (Althing or Alþingi). The Ombudsman aims to safeguard the rights of the citizens vis-à-vis the State and local authorities, and to promote equality and good administrative practice.
The first ombudsperson in British Columbia was Karl Friedmann (1979–1985). He was succeeded by Peter Bazowski (Acting Ombudsman 1985–1986), Stephen Owen (1986–1992), Dulcie McCallum (1992–1999), Brent Parfitt (Acting Ombudsman 1999 and 2006), Howard Kushner (1999–2006), Kim Carter (2006–2015) and Jay Chalke (2015 to present). Under s10(1), the Ombudsman must give reasons for not investigating. Under s10(2), where an investigation is conducted, the Ombudsman must send a report to the Member of Parliament, the principal officer of the department or authority and any other person alleged to have taken or authorised the action complained of.
