Wagstaff went to Kilgore, Texas in 1937 as coach of the junior high school. He became an assistant coach at Kilgore High School the following year. In January 1941, Wagstaff was appointed head basketball coach and athletic director at Kilgore High School. [1] He was the head football coach at Kilgore High School from 1942 to 1944.

W.L. Dodson, superintendent of the local Kilgore school district, brought B. E. Masters, then president of Amarillo Junior College, to Kilgore in the spring of 1935 to assist in creating the college. The college was established in August of that year, with Dodson named as the first president, and Masters as the first dean.
