In 1906, as local debate over the location of the canals continued, and funding from Washington, D.C. was delayed, Seattle developer James A. Moore, known today for the Moore Theatre and Moore Haven, Florida, proposed a canal that could accommodate small ships, with two wooden locks connecting Salmon Bay to Shilshole Bay.
The lower portion of the park is divided between wetland marsh and beach (on Puget Sound), and situated north of the Shilshole Bay Marina. It also has dunes and large grassy areas. Golden Gardens has exceptional views of Puget Sound and the Olympic Mountains across the sound. The water is very cold for swimming even in summers.
Shilshole elders remembered raids from the Stikine Tlingit, who raided Salmon Bay, capturing or killing anyone they saw. [2] The Haida were another people who were remembered to have raided Salmon Bay.
