Luffy made his debut as a young boy who acquires the properties of rubber after accidentally eating one of the Devil Fruits. Monkey D. Luffy is the captain of the Straw Hat Pirates, and dreamt of being a pirate since childhood from the influence of his idol and mentor Red-Haired Shanks.
Luffy and the entire Crew proceed to chase the eagle. While searching for Luffy's hat, Chopper discovers an old man lying half dead on a ship. While Luffy continues chasing the eagle and eventually crashes it into a marine base, the old man named Schneider wakes up.
Luffy is found on an island beach, where he saves a little girl, Medaka, from two pirates. All the villagers, including Medaka's father, have been abducted by Ganzack and his crew and forced into labour. After hearing that Ganzack also stole all the food, Luffy and Zoro rush out to retrieve it. As they fight the pirates, one of them kidnaps Medaka.

Luffy's crew soon arrives in Dressrosa and, entering the tournament under the alias "Lucy", he gets to the final round. Recognizing Luffy, Sabo reminisces about their shared childhood: Sabo and Ace refuse to befriend Luffy, but change their mind after he is kidnapped by a pirate and beaten for refusing to give away the location of their treasure.
Luffy is seen still hanging, and slingshots his way into the building after watching Bartolomeo win. He walks to the main entrance where the injured fighters are being carried off. He converses with an injured Bellamy, who acknowledges Luffy's strength and use of Haki. When he calls Luffy "Straw Hat", Bartolomeo hears this and is shocked.
Luffy tries "to convince Chopper to join the crew as the ship's Doctor". A frightened Chopper continues to give Luffy the slip and later explains he can't be part of the crew because he is a monster.
