After trying to login in WITHIN the authenticator app, it then prompts me to go into the authenticator app and authorize the login with the matching number and it is a never ending cycle of needing the authenticator app. This issue has only arose with me buying a new phone and not deleting the authenticator app from my previous phone.

Go to Office 365 Admin Center > Users > Active users > Click More next to +Add a user > Multifactor Authentication setup. Check an account>click Disable under quick steps on the right.
