Kayihura is the former Acting Principal of the University of Rwanda's College of Arts and Social Sciences (CASS). He served as Rector of the Institute for Legal Practice and Development (ILPD) from 2016 to 2017. Emmanuel Ugirashebuja is the Minister of Justice and Attorney General of the Republic of Rwanda. [1] He is a former President of the East African Court of Justice. He is a Dean Emeritus of the National University of Rwanda, Faculty of Law and has given lectures on diverse subjects of law to various well-renowned Universities worldwide.
