Robert Percy Kelly (1918–1993, known from 1985 to 1992 as Roberta Penelope Kelly) was an English artist, footballer, postal worker, and cross-dresser from Cumberland. He is known for his drawings and paintings depicting industrial coastal landscapes in decay, which he hoarded during his lifetime. [ 1 ]
William Green of Ambleside won the Lakeland Book of the Year in 1984, and Percy Kelly: a Cumbrian Artist in 1998. A book of her letters from Percy Kelly, Dear Mary, Love Percy: A Creative Thread - The Illustrated Letters of Percy Kelly to Mary Burkett 1968-1993 edited by David Sloss was published in 2011 and won the same award.

Although she was already an established artist she still took courses, first at the Heatherley School of Fine Art in 1918, 1921, and 1923. After moving to Peaslake in Surrey she took a course at the Guildford School of Art, where she met and befriended the illustrator Molly Brett .
