It was planned as a two-building campus on a 10.3-acre (4.2 ha) plot of land, with an expected cost of $2.5 million. It was scheduled to open in September 1970. Initially the school was to designate one of its buildings as a "Schome" (meaning "school-home") for preschool children while another building was to house elementary grades.
In November 1974, The Chicago Board of Education decided to phase out Cooley High due to its poor academic performance and the aged building. In March of the following year, The Chicago Public Schools (CPS) and the board decided a newer and modern school needed to be constructed on the near–north side to replace Cooley.
